Before starting a new game, you should think about the Tech you want to use. You can choose between Red-Tech and Blue-Tech, which in general are russian tech and respectively NATO tech. If you start a game in the World War II era, Red-Tech includes german units from those years, while Blue-Tech uses Allied units.
